1. Travel to Morroc Ruins and talk to Roberto.
2. When he asks about his loneliness, choose "It must be hard. It's ok have faith." to hear what he needs from Payon.
3. Gather 20 Resin, 7 Mushroom Spore, 41 Pointed Scale, 13 Trunk (Wooden Block), and 1 Red Potion.
4. Return to Roberto with all items in your inventory. He teaches Arrow Crafting automatically once the requirements are met.

Quest ID 9276 — Archer Skill Quest - Arrow Repel

1. Go to Payon and talk to Jason.
2. Choose "What is that?" first if you want an explanation of Arrow Repel, or choose "Teach me." when you are ready.
3. Gather 2 Emerald, 3 Yoyo Tail, 10 Tentacle, 10 Bill of Birds, and 36 Banana Juice.
4. Return to Jason, choose "Teach me." again, and hand over the items to learn Arrow Repel.

Learn Arrow Crafting first at job level 30, then Arrow Repel at job level 35. Roberto in Morroc Ruins will point you toward Jason in Payon after Arrow Crafting.
